New Delhi:
To ensure smooth implementation of the Industrial Relations Code, the Government has issued a special “Removal of Difficulties” Amendment Order, 2026.
Under this order, all statutory authorities that were functioning under the old labour laws will continue to operate until new authorities are appointed under the Industrial Relations Code.

This includes:
- Labour commissioners
- Industrial tribunals
- Trade union registrars
- Dispute resolution bodies
The objective is to prevent any disruption in legal proceedings, union registrations, industrial disputes, or employer-employee grievance handling during the transition period.
The government clarified that this step ensures continuity, administrative stability and legal certainty for both employers and employees.
