Minimum Wage Now Mandatory for All Workers, Including Contract and Gig Staff

In a major reform aimed at strengthening worker protection, the government has made minimum wages mandatory for all workers, regardless of their job type, industry, or employment arrangement. Earlier, minimum wage laws applied only to specific “scheduled employments,” leaving a large section of India’s workforce outside legal wage protection. Under the new system, every worker must now be paid at least the government-prescribed minimum wage.

This change is especially significant for contract workers, daily wage earners, and gig economy staff such as delivery partners, ride-hailing drivers, warehouse workers, and platform-based freelancers. These workers form a growing share of India’s labour market but have traditionally faced income insecurity, irregular pay, and limited legal safeguards.

With the removal of the “scheduled employment” classification, employers can no longer use technicalities to pay workers below legal wage levels. Whether a person is hired full-time, part-time, through a contractor, or via a digital platform, the minimum wage rule will apply equally. This ensures a uniform wage floor across all sectors of the economy.

The reform is expected to bring greater income stability and financial security to millions of households. For low-income workers, this can lead to improved access to essentials such as food, housing, healthcare, and education. It also reduces the risk of exploitation, unpaid work, and unfair deductions.

To ensure compliance, labour authorities have been given wider enforcement powers, including the right to inspect records, audit payments, and penalize violations. Employers who fail to pay minimum wages may face fines and legal action.

Experts say the move aligns India with global labour standards and reflects the reality of a modern workforce where flexible and platform-based jobs are becoming the norm. By guaranteeing a minimum wage for all, the government has taken an important step toward creating a fairer, more inclusive, and more secure labour market.
