EPFO Releases User Manual for Employer Registration Under PM Viksit Bharat Rozgar Yojana

New Delhi: The Employees’ Provident Fund Organisation (EPFO) has issued a detailed user manual to guide establishments through the one-time registration process required to avail benefits under the Pradhan Mantri Viksit Bharat Rozgar Yojana (PMVBRY). The registration is mandatory for all employers seeking incentives under Part B of the scheme.

The process ensures verification of GST details, bank account information and employer declarations through the EPFO Employer Portal.

Simple Online Registration Through EPFO Employer Portal

According to the manual, employers must initiate the registration process by accessing the PMVBRY portal and logging in through their existing EPFO Employer account. Once logged in, they must navigate to the “PMVBRY” section and select “Part B Registration.”

The system first asks whether the establishment is registered under GST. Depending on the response:

  • Non-GST establishments must provide a valid reason from the dropdown list.

  • GST-registered establishments must enter their GST number, bank account number and IFSC code.

All details are authenticated through GSTN and banking systems.

Mandatory Bank Account Verification Linked to PAN

The employer’s bank account must be linked with the establishment’s PAN for successful verification. The manual highlights that incomplete or mismatched bank details can result in registration rejection.

Once all information is entered, the employer must confirm an undertaking and digitally sign the declaration using e-Sign or a Digital Signature Certificate (DSC).

Digital Undertaking and Completion of Registration

After successful submission and e-signing, registration is considered complete. Employers can download a PDF copy of the undertaking for their records. The undertaking confirms that the employer agrees to adhere to all conditions of the scheme and acknowledges liability to return any undue benefits received.

Option to Update Bank Details if Needed

If bank account details are later found invalid or if the employer changes the account, the portal allows updating through the “Change Bank” feature. New bank details must again be authenticated and approved through e-Sign/DSC.

This ensures that all Direct Benefit Transfer (DBT) payments under the scheme are routed correctly.

Supporting Smooth Implementation of PMVBRY

The user manual is part of EPFO’s broader preparation for large-scale implementation of the Pradhan Mantri Viksit Bharat Rozgar Yojana, aimed at boosting job creation and supporting new workers entering the formal workforce.

By simplifying employer registration and ensuring data verification through GSTN and banking agencies, EPFO aims to enhance transparency, reduce errors and ensure efficient disbursement of incentives.
